Federal Bank joins India’s $9.3 billion dollar-bond rush

India’s Federal Bank is preparing to raise $500 million through a five-year dollar bond, becoming the latest lender to enter an increasingly crowded international funding market. Indian banks have now raised approximately $9.3 billion through dollar bonds since early June as a favourable Reserve Bank of India facility approaches its unexpectedly early closure.

Federal Bank enters the market
Federal Bank’s board has approved the issuance of foreign-currency bonds through its International Financial Services Centre Banking Unit in Gujarat International Finance Tec-City, commonly known as GIFT City.

The private-sector lender is reportedly considering both a public bond sale and a private placement. Keeping both options available could allow the bank to complete the transaction before the Reserve Bank of India’s discounted foreign-exchange swap window closes on 31 August.

The bank has not publicly confirmed the final size or pricing of the planned transaction.

GIFT City becomes the financial gateway
Federal Bank will issue the bonds through its GIFT City branch rather than directly from its domestic banking operation. India has developed the financial centre in Gujarat to compete with established international hubs such as Dubai and Singapore.

Banking units in the district operate under an international financial-services framework and can conduct foreign-currency transactions. This gives Indian lenders a domestic base from which to access global investors, raise dollar funding and support overseas banking activities.

The latest transaction demonstrates how GIFT City is moving from an ambitious infrastructure project into a functioning source of international capital.

An RBI deadline accelerates borrowing
The Reserve Bank of India introduced a concessional swap facility on 5 June, significantly reducing the cost of hedging eligible overseas borrowings. Currency hedging normally represents a major expense for Indian banks because their revenues are primarily earned in rupees while foreign bonds must be repaid in dollars.

The facility made international borrowing considerably more attractive. However, the RBI subsequently brought forward its closing date from the end of September to 31 August after the programme attracted stronger inflows than anticipated.

Banks that planned to use the discounted hedging arrangement are consequently accelerating transactions before the deadline.

ICICI leads the funding surge
ICICI Bank, India’s second-largest private lender, has doubled its authorised overseas borrowing limit to $5 billion. It has raised approximately $2.05 billion through dollar debt during the past month, including a recent $750 million five-year bond.

Union Bank of India is also seeking at least $500 million through three-year and five-year dollar bonds. Initial pricing indicated spreads of 120 basis points and 130 basis points respectively above comparable US Treasury yields.

Several other private and state-owned banks are preparing bonds or syndicated loans, making 2026 one of India’s busiest years for overseas bank fundraising.

Dollar funding supports deposit growth
The borrowed dollars can support foreign-currency deposits raised from non-resident Indians. These deposits provide Indian banks with longer-term funding while bringing additional foreign capital into the country’s financial system.

For lenders, overseas borrowing can also diversify funding sources and reduce dependence on increasingly competitive domestic deposits. It may provide additional resources for international lending, trade finance and corporate clients operating across borders.

Foreign borrowing introduces new risks
The rush into dollar debt is not without danger. Banks remain exposed to global interest rates, investor appetite and currency movements once the RBI’s subsidised hedging facility expires.

A stronger dollar or rising US Treasury yields could make future refinancing more expensive. Banks must also ensure that dollar assets and liabilities remain appropriately matched to prevent currency exposure from affecting earnings.

Federal Bank’s planned transaction is therefore more than another bond issue. It reflects the rapid internationalisation of Indian banking — and the growing importance of GIFT City in connecting the country’s lenders with global capital.
