Ukrainian President Volodymyr Zelenskyy arrived in Oslo on Tuesday, 20 October, for high-level negotiations with representatives of the United States and European governments. The meetings come amid mounting tensions between Kyiv and Washington over military assistance, satellite communications and the prospects for ending Russia’s war in Ukraine.
Norway hosts renewed diplomatic efforts
Zelenskyy’s aircraft landed in the Norwegian capital on Tuesday afternoon, with Norwegian broadcaster NRK showing the Ukrainian president descending from his plane.
The visit brings together US presidential envoy Steve Witkoff, Norwegian Prime Minister Jonas Gahr Støre and Finnish President Alexander Stubb. Jared Kushner, another representative of President Donald Trump, is expected to participate remotely.
Representatives from Britain, France, Germany and Poland, alongside senior European Union and NATO officials, are also participating in the diplomatic discussions.
Norway says the meetings were arranged at Ukraine’s request as part of continuing international efforts to establish a pathway towards peace.
Washington and Kyiv face growing disagreements
The negotiations take place against a backdrop of deteriorating relations between Trump and Zelenskyy.
Kyiv has expressed concern about delays in American air-defence equipment, intelligence-sharing arrangements and restrictions affecting satellite communications used by Ukrainian forces.
Particular attention has focused on Patriot missile interceptors, which European countries have financed but which Ukraine says have experienced delivery delays.
Washington has disputed suggestions that it is deliberately withholding support. US Secretary of State Marco Rubio has maintained that American policy remains unchanged and that equipment shortages reflect broader supply pressures.
The disagreements have intensified as Trump has publicly criticised Ukrainian military operations against Russian energy infrastructure while pursuing renewed engagement with Moscow.
European leaders seek a common position
For Norway and Finland, the Oslo meeting represents an opportunity to coordinate European security priorities with American diplomatic initiatives.
European governments remain central to Ukraine’s financial and military support, and officials are seeking assurances that any future settlement will address Ukraine’s security requirements.
Witkoff is reportedly considering a subsequent visit to Moscow to present proposals developed through discussions with Ukrainian and European representatives. Such a visit has not yet been confirmed.
Russian attacks continue during negotiations
The diplomatic activity comes as Russia continues its aerial bombardment of Ukrainian cities and infrastructure.
Fresh attacks on Tuesday reportedly killed civilians, damaged energy facilities and caused electricity disruptions across several regions.
For Zelenskyy, securing reliable air-defence supplies and maintaining international military cooperation remain immediate priorities alongside negotiations over a possible peace agreement.
The Oslo discussions may help clarify Washington’s intentions, but fundamental disagreements remain over territorial sovereignty, security guarantees and the conditions necessary for a lasting ceasefire.
No breakthrough or agreement had been confirmed at the time of reporting.
