Russia has expressed scepticism over fresh proposals to end the war in Ukraine, with the Kremlin claiming that ideas presented by US special envoy Steve Witkoff contained little substance. The assessment followed more than three hours of talks with President Vladimir Putin in Saint Petersburg on Wednesday, 21 October, despite renewed diplomatic efforts involving Washington, Kyiv and European leaders.
Witkoff travelled to Russia after meeting Ukrainian President Volodymyr Zelenskyy and European representatives in Oslo earlier in the week. Those discussions were described as productive by the American envoy, raising hopes of progress towards negotiations.
However, Moscow’s response suggested that fundamental disagreements remain unresolved.
Kremlin questions the proposals
Putin’s foreign policy adviser, Yuri Ushakov, confirmed that Witkoff had presented new approaches developed through discussions with Ukraine and European governments.
Ushakov acknowledged that some positions had changed but said the proposals offered little practical progress towards ending the conflict.
Nevertheless, Moscow indicated that it was prepared in principle to resume trilateral negotiations involving Russia, Ukraine and the United States.
Talks could take place in mid-November, potentially focusing on security arrangements following an eventual settlement.
Zelenskyy demands Ukrainian participation
President Zelenskyy has repeatedly insisted that Ukraine must participate directly in any agreement determining its future.
Kyiv remains concerned that negotiations between Washington and Moscow could produce arrangements affecting Ukrainian territory and sovereignty without its consent.
Speaking to American media, Zelenskyy reiterated that no agreement concerning Ukraine should be negotiated without Ukrainian involvement.
The Ukrainian government continues to demand credible security guarantees and international support against further Russian aggression.
Fighting continues despite diplomacy
The diplomatic activity unfolded against continuing Russian attacks on Ukrainian cities.
Ukrainian authorities reported civilian deaths following strikes on Kyiv and the Kharkiv region, while Russian-controlled authorities also reported casualties from Ukrainian drone attacks.
The violence underscores the distance between renewed diplomatic contacts and an actual ceasefire.
Meanwhile, Russia released detained American citizen Stephen Hubbard, a development presented as a goodwill gesture during Witkoff’s visit.
Economic interests enter negotiations
The meeting also addressed potential economic cooperation between Moscow and Washington, including Russian diesel supplies and future commercial relations.
These discussions have generated concern among Ukraine’s European partners, who argue that sanctions remain an important instrument of pressure against Russia.
A diplomatic opening without a breakthrough
Although both sides have expressed willingness to continue negotiations, no agreement has emerged concerning territorial control, ceasefire conditions or security guarantees.
The proposed November talks may provide another opportunity for diplomacy, but Russia’s rejection of the latest proposals illustrates the substantial obstacles remaining.
For Ukraine, the central question remains whether renewed American engagement can produce meaningful Russian concessions rather than another prolonged negotiating process.
