Ukraine marks 35 years of independence — and four and a half years of war

Ukraine marks its Independence Day on Monday under circumstances that have transformed the anniversary from a national celebration into a declaration of survival. The date commemorates 35 years since independence was restored in 1991, while also marking exactly four and a half years since Russia launched its full-scale invasion on 24 February 2022.

The decision that changed Europe
On 24 August 1991, Ukraine’s parliament adopted the Act of Declaration of Independence as the Soviet Union moved towards collapse. The decision was confirmed in a national referendum on 1 December, when more than 92% of participating voters supported independence.
The result was not limited to western or central Ukraine. Every region voted in favour, demonstrating that independence was a nationwide decision rather than a temporary political reaction in Kyiv.
Thirty-five years later, the country is defending that decision against the largest military attack on a European state in generations.
Four and a half years of full-scale invasion
Russia launched its full-scale invasion before dawn on 24 February 2022, attacking from Russia, Belarus and occupied Crimea. Moscow expected Ukrainian resistance to collapse quickly and attempted to seize Kyiv during the opening phase of the war.
Instead, Ukrainian forces prevented the capture of the capital and later recovered substantial areas in the north, east and south. However, Russia continues to occupy large parts of Ukrainian territory, while fighting remains concentrated around heavily defended cities in the Donbas.
The full-scale invasion followed Russia’s annexation of Crimea and the beginning of armed conflict in eastern Ukraine in 2014. For Ukrainians, the struggle over national sovereignty therefore extends beyond the four-and-a-half-year anniversary marked today.

A national day shaped by sacrifice
Independence Day is being observed across Ukraine with ceremonies, exhibitions, charitable events and tributes to those killed defending the country. President Volodymyr Zelenskyy and First Lady Olena Zelenska have also attended events commemorating the restoration of independence.
There is little separation between celebration and remembrance. Millions of Ukrainians remain displaced, towns and energy facilities have been repeatedly attacked, and thousands of families have lost relatives during the war.
Yet state institutions continue to function, businesses operate under wartime conditions and cities repeatedly restore electricity, transport and public services after Russian strikes.
European leaders gather in Kyiv
Ukraine’s allies are using the anniversary to demonstrate continued political and military support. Leaders from more than 30 countries are expected to participate in a meeting of the Coalition of the Willing, with representatives gathering in Kyiv or joining remotely.
British Prime Minister Andy Burnham, French President Emmanuel Macron and German Chancellor Friedrich Merz are expected to lead discussions on air defence, long-term security and continued pressure on Russia.
Britain is also moving to help Ukraine develop its domestic long-range missile capability by permitting the sharing of technical information connected to the Anglo-French Storm Shadow and Scalp systems. The initiative reflects a broader shift from supplying individual weapons towards helping Ukraine build a more independent defence industry.

Independence has become a daily act
Ukraine’s Independence Day is no longer defined only by the parliamentary vote of 1991. It is visible in soldiers defending the front, engineers repairing the energy grid, companies maintaining jobs and families rebuilding damaged homes.
After four and a half years of full-scale war, the country remains sovereign, its government remains in Kyiv and its population continues to resist Russian control.
For Ukraine, independence is not simply being remembered today. It is being defended.
