Jamaica seeks stakeholder input for ambitious 10-year agriculture plan

The Jamaican government is intensifying efforts to transform its agricultural sector through a comprehensive 10-year National Agricultural Development Plan (NADP), with officials actively engaging farmers, agribusinesses, industry groups and other stakeholders as the blueprint moves toward completion. The initiative aims to strengthen food security, improve competitiveness and build resilience against climate-related challenges that increasingly affect agricultural production across the Caribbean.

A blueprint for long-term growth

Branded “Growing Forward: A Blueprint for a Better Jamaica,” the National Agricultural Development Plan is being developed by Jamaica’s Ministry of Agriculture, Fisheries and Mining with technical support from the Food and Agriculture Organization.

The plan is designed to provide a strategic framework for the sector over the next decade, addressing both longstanding structural challenges and emerging risks associated with climate change, global supply chains and evolving consumer demand.

Officials have emphasised the importance of stakeholder participation, noting that input from those directly involved in agriculture will help ensure that the final strategy reflects practical realities and opportunities across the industry.

Four pillars of development

The proposed plan focuses on four major thematic areas intended to guide the future development of Jamaican agriculture.

The first pillar centres on resilience and sustainability, recognising the increasing threat posed by hurricanes, droughts, flooding and other climate-related disruptions. Strengthening environmental management and climate adaptation measures is expected to play a key role in future agricultural policy.

A second focus area addresses efficient production systems, with an emphasis on improving productivity, modernising farming practices and increasing operational efficiency throughout the sector.

The third pillar seeks to promote competitive and innovative agribusiness, encouraging greater adoption of technology, entrepreneurship and investment opportunities that can enhance Jamaica’s agricultural competitiveness both domestically and internationally.

The final pillar concentrates on value chains, aiming to improve coordination between producers, processors, distributors and exporters to create greater economic value throughout the agricultural ecosystem.

Strengthening food security

Food security remains a central objective of the initiative. Jamaica, like many island nations, continues to rely heavily on imported food products, exposing the country to global price fluctuations and supply disruptions.

By boosting domestic production and strengthening agricultural infrastructure, policymakers hope to reduce import dependence while increasing the availability of locally produced food.

Agriculture also remains an important source of employment and economic activity in rural communities, making sector development a key component of broader national growth strategies.

Climate resilience takes centre stage

The Caribbean is among the regions most vulnerable to climate change, and Jamaica has experienced increasing pressure from extreme weather events in recent years. Officials view climate resilience as essential to ensuring the long-term viability of farming operations and rural livelihoods.

The NADP is expected to encourage investments in sustainable farming techniques, water management systems and climate-smart technologies capable of helping farmers adapt to changing environmental conditions.

A collaborative approach

Government officials believe that successful implementation will require continued collaboration between the public sector, private industry, farmers’ organisations and international development partners.

As consultations continue, stakeholders are being encouraged to contribute ideas that can help shape a more productive, sustainable and resilient agricultural sector for the decade ahead.

If successfully implemented, the plan could become one of Jamaica’s most significant agricultural policy initiatives in recent years, providing a roadmap for strengthening food production, supporting rural development and enhancing economic resilience.
