Brazil prepares reciprocal action as US trade dispute escalates
Brazil is preparing reciprocal measures against the United States after Washington announced a 25 per cent tariff on selected Brazilian imports. President Luiz Inácio Lula da Silva’s government described the decision as unjustifiable and politically motivated, while insisting that negotiations remain possible before the duties take effect on 22 July.
Tariffs target thousands of products
The new American duties will apply to approximately 3,000 Brazilian products and affect an estimated $7.4 billion in annual trade. Brazil’s government calculates that the measures will cover about 18 per cent of the country’s exports to the United States.
Important Brazilian exports have been exempted, including coffee, beef, oranges, orange juice, certain oil and gas products, and aircraft components. The exemptions limit the immediate damage to several of Brazil’s most important industries, but manufacturers of steel, machinery, chemicals and processed goods could face higher costs and reduced competitiveness.
The United States imposed the tariffs following an investigation under Section 301 of the Trade Act of 1974. Washington accused Brazil of maintaining policies that disadvantage American companies, including restrictions affecting digital services, weak anti-corruption enforcement and insufficient action against illegal deforestation.
American officials have also examined Brazil’s Pix instant-payment system, arguing that its rapid expansion may disadvantage US credit-card and financial-technology companies.
Brazil rejects American allegations
Lula’s government disputes the suggestion that Brazil maintains an unfairly protected market. It said 76 per cent of American imports entered Brazil without duties during 2025 and that the effective average tariff applied to US products was approximately 3.1 per cent.
The dispute is unusual because the United States maintains a substantial trade surplus with Brazil. American exports to the country exceeded imports by almost $42 billion last year, weakening Washington’s argument that the relationship is fundamentally unbalanced.
Foreign Minister Mauro Vieira accused the Trump administration of using trade pressure to secure preferential access for American companies. He said Brazil had remained willing to negotiate and rejected claims that Brasília had refused to engage constructively.
Reciprocity rather than immediate retaliation
Brazilian Finance Minister Dario Durigan said the government would pursue reciprocity rather than uncontrolled retaliation. Authorities will first evaluate which industries are most exposed and how countermeasures could affect inflation, investment and the country’s fiscal position.
Possible responses include additional tariffs on American goods, restrictions affecting US audiovisual companies and the suspension of selected pharmaceutical or agricultural patents. No final list has been approved.
Brazil may invoke its Reciprocity Law, adopted in 2025 to answer discriminatory foreign trade measures. The government is also preparing to challenge the American tariffs through the World Trade Organization.
Trade conflict enters election campaign
The dispute has become closely connected to Brazil’s presidential election in October. Lula’s government alleges that allies of the Bolsonaro family encouraged Washington to increase economic pressure on Brazil.
Flávio Bolsonaro, the son of former president Jair Bolsonaro and a leading challenger to Lula, has blamed the deterioration in relations on the current administration. Brazilian officials argue that the tariffs represent foreign interference in domestic politics.
The conflict could strengthen Lula’s message that Brazil must defend its sovereignty while expanding trade with Canada, China and other partners. However, an extended dispute would create uncertainty for exporters, weaken investment and further complicate relations between the two largest economies in the Americas.
