CDB launches CDB PROPEL to strengthen MSME growth across the Caribbean

CDB launches CDB PROPEL to strengthen MSME growth across the Caribbean

The Caribbean Development Bank (CDB) has launched CDB PROPEL, a new initiative designed to transform support for micro, small and medium-sized enterprises (MSMEs) across the Caribbean. The programme aims to improve access to finance, strengthen business capabilities and foster innovation, recognising that MSMEs are central to economic growth, job creation and resilience throughout the region.

A new approach to enterprise development
MSMEs account for the overwhelming majority of businesses operating across the Caribbean, yet many continue to face significant barriers to growth. Limited access to affordable financing, insufficient business support services and vulnerability to economic shocks have long constrained their ability to expand and compete.

Through CDB PROPEL, the Caribbean Development Bank seeks to address these challenges by delivering a more integrated and coordinated support framework. The initiative combines financial assistance with technical expertise, business advisory services and capacity-building programmes aimed at helping entrepreneurs build stronger and more sustainable enterprises.

By taking a holistic approach, the programme intends to move beyond traditional lending and provide businesses with the tools needed for long-term success.

Improving access to finance
One of the principal objectives of CDB PROPEL is to make financing more accessible for MSMEs, many of which struggle to secure loans through conventional banking channels.

The initiative will work alongside financial institutions, development partners and governments to strengthen lending mechanisms while encouraging greater private sector participation. By improving financial inclusion, the programme seeks to unlock investment opportunities for businesses that have traditionally been underserved.

Access to suitable financing is expected to support business expansion, technology adoption, employment growth and increased competitiveness across multiple sectors.

Driving innovation and resilience
Beyond financial support, CDB PROPEL places a strong emphasis on innovation, digital transformation and business resilience. Caribbean enterprises are increasingly operating in a rapidly changing global economy where technological adoption and adaptability are becoming essential for long-term competitiveness.

The programme encourages businesses to modernise operations, embrace digital solutions and strengthen their ability to withstand external shocks, including climate-related events, global economic volatility and supply chain disruptions.

Given the Caribbean’s exposure to hurricanes and other natural disasters, improving business resilience remains a key strategic priority.

Supporting sustainable regional growth
The launch of CDB PROPEL reflects the Caribbean Development Bank’s broader commitment to fostering inclusive and sustainable economic development across its borrowing member countries.

By strengthening the MSME sector, the initiative aims to stimulate entrepreneurship, create employment opportunities and encourage greater economic diversification throughout the region. Stronger small businesses are expected to contribute not only to national growth but also to increased regional integration and private sector investment.

As implementation begins, policymakers and business leaders will be watching closely to assess the programme’s impact. If successful, CDB PROPEL could become a cornerstone of Caribbean enterprise development, helping thousands of businesses grow, innovate and contribute to a more resilient and prosperous regional economy.
