US President Donald Trump’s special envoy Steve Witkoff has triggered fierce criticism from Republican lawmakers after describing Russian President Vladimir Putin as a “humanitarian”. The controversial praise came during peace talks in Saint Petersburg on Wednesday, 21 October, following Russia’s release of an American citizen who had spent more than four years in detention.
Witkoff thanked Putin for releasing Stephen Hubbard, a 74-year-old retired teacher from Michigan who had been imprisoned in Russia since 2022.
The American government had previously designated Hubbard as wrongfully detained.
However, Witkoff’s unusually warm description of the Russian president provoked immediate outrage in Washington, including within Trump’s own Republican Party.
A controversial compliment
During a televised exchange with Putin, Witkoff praised the Russian leader for allowing Hubbard to return home.
“You are a humanitarian also, sir,” Witkoff declared, adding his personal thanks for the decision.
The remarks came against the backdrop of Russia’s continuing invasion of Ukraine, where attacks on civilian infrastructure and allegations of war crimes have drawn widespread international condemnation.
Republicans condemn the envoy
Republican Senator Thom Tillis of North Carolina responded angrily, calling Witkoff’s statement “embarrassing and outrageous”.
Tillis questioned how Putin could be characterised as humanitarian while Russia continued its military campaign and Ukrainian families remained affected by allegations of forced deportations of children.
Texas Republican Senator John Cornyn was equally critical, describing Putin as a “stone cold killer”.
Nebraska Republican Congressman Don Bacon called the episode another embarrassment for the administration.
Democratic lawmakers also condemned Witkoff’s comments, demonstrating opposition across party lines.
American prisoner released
Hubbard had been detained by Russian forces in eastern Ukraine in April 2022 and subsequently sentenced to prison on accusations of fighting as a mercenary for Ukraine.
His family disputed the allegations.
Trump said he had personally requested Hubbard’s release and emphasised that no prisoner exchange had been necessary.
The release provided Washington with a diplomatic success, although it also raised questions about the broader relationship between the Trump administration and Moscow.
Peace negotiations remain uncertain
Witkoff’s visit followed discussions with Ukrainian President Volodymyr Zelenskyy and European representatives in Oslo.
The American envoy presented Putin with proposals intended to revive negotiations towards ending the war.
Russia indicated willingness to continue diplomatic contacts, but fundamental disagreements over territory, security guarantees and ceasefire conditions remain unresolved.
Growing divisions in Washington
The controversy highlights tensions within the Republican Party over Trump’s increasingly conciliatory approach towards Moscow.
For critics, Witkoff’s remarks risk legitimising Putin’s leadership while Russia continues its military operations.
For the administration, the immediate achievement was securing an American citizen’s freedom.
Whether the diplomatic approach can deliver progress towards ending the war remains uncertain.
