Jamaica’s digital banking ambitions face a new challenge as privacy concerns threaten financial inclusion

Jamaica’s digital banking ambitions face a new challenge as privacy concerns threaten financial inclusion

Jamaica’s efforts to expand digital payments and financial inclusion are facing renewed scrutiny as concerns over personal privacy, government surveillance and financial fraud threaten public confidence. Discussions involving the Bank of Jamaica and NCB Financial Group on 14 October 2026 highlighted how trust could become a decisive factor in the Caribbean nation’s transition towards a more inclusive digital financial system.

Digital payments and public confidence
At a conference organised by the Institute of Chartered Accountants of Jamaica, senior representatives from the central bank and financial sector addressed public concerns about the growing use of electronic payments.

Mario Griffiths, a senior official responsible for payment systems oversight at the Bank of Jamaica, explained that the central bank does not routinely hold individual customers’ transaction records. Such information remains with commercial banks, credit unions and other financial institutions.

The distinction is important as Jamaica continues developing its central bank digital currency, JAM-DEX, and broader digital payments infrastructure.

Financial inclusion remains a priority
For many Caribbean economies, access to affordable and reliable financial services remains a development challenge.

Traditional banking can be difficult for low-income households, informal workers and small businesses, particularly where account fees, identification requirements and limited banking infrastructure create barriers.

Digital wallets and electronic payment systems offer an opportunity to reduce these obstacles by enabling faster transfers, lower transaction costs and alternatives to cash.

However, financial inclusion requires more than simply introducing new technology. Consumers must understand how payment systems work and trust the institutions operating them.

Lessons from Jamaica’s digital currency
A 2023 survey associated with JAM-DEX found that more than 80 per cent of respondents expressed trust in the central bank.

Nevertheless, confidence in an institution does not automatically translate into widespread adoption of its financial products.

Users must also be confident that personal financial information is protected, fraud risks are controlled and digital payment services are accepted by merchants.

NCB Financial Group chief executive Sheree Martin participated in the discussions, underscoring the role commercial financial institutions play in building consumer confidence.

A wider Caribbean transformation
Jamaica’s experience reflects a broader regional shift towards modern payment infrastructure.

In June 2026, Barbados introduced BiMPay, a national instant payment system connecting six commercial banks and three credit unions.

The system enables transfers around the clock and provides digital-wallet access for individuals without traditional bank accounts.

Across the Eastern Caribbean, financial authorities are also working to expand credit unions’ participation in electronic payment networks.

Trust will determine the outcome
The Caribbean’s financial inclusion agenda increasingly depends on connecting technological innovation with practical consumer protection.

Digital payments can strengthen economic participation, particularly among underserved communities and small businesses.

But without transparent privacy safeguards, accessible services and effective fraud prevention, the region risks replacing traditional banking barriers with new digital ones.
