The Philippines’ central bank is offering eligible rural banks three years of access to a cloud-based core banking system. The initiative addresses a challenge in digital finance: smaller banks often serve communities that larger institutions do not, but face substantial costs when upgrading their technology.
A system behind the screen
A core banking system handles the records and processes a bank needs for everyday operations. The Bangko Sentral ng Pilipinas (BSP) says the cloud-based service is intended to help rural banks improve customer service, strengthen cybersecurity and meet regulatory requirements. An external provider will operate the system, while participating banks will receive support as they prepare to adopt it.
Who can take part
The offer is available to rural banks that meet the BSP’s applicable minimum capital requirements and do not already subscribe to a comparable cloud-based core banking service. It forms part of the central bank’s Rural Bank Strengthening Program. The BSP issued programme guidelines in August and announced the three-year offer on 1 September.

For a rural bank, better underlying systems could make it easier to provide reliable digital services while maintaining local relationships. The potential benefit for customers is more convenient access to banking, particularly where visiting a branch takes time. The offer removes an initial technology cost for participating banks, but it does not complete their digital transformation.
