Significant untapped potential
Chad combines a rapidly growing and exceptionally young population with increasing use of mobile technology. At the same time, access to conventional banking and formal financial services remains limited, particularly outside the country’s principal urban centres.
Millions of people participate in the economy through agriculture, livestock, local trade and small-scale entrepreneurship without reliable access to bank accounts, digital payments, affordable credit or other essential financial tools.
These conditions create long-term demand for:
• Accessible mobile financial solutions
• Secure and affordable domestic payments
• Merchant-enablement infrastructure
• Financial services for small and medium-sized businesses
• Scalable microfinance solutions through licensed partners
• Compliant domestic and cross-border payment options
MSTRpay sees an opportunity to help reduce this financial-access gap by combining mobile technology and international payment infrastructure with the regulatory capacity, local knowledge and customer networks of qualified Chadian institutions.
A controlled entry through SMAP™️
MSTRpay is not pursuing an immediate independent retail launch in Chad.
The market will be developed through the company’s Strategic Market Access Partnership methodology, SMAP™️, supported by a dedicated Country Development Plan and a structured institutional-verification process.
Discussions are underway with a locally licensed financial institution already serving households and small businesses. Any future cooperation remains subject to complete institutional, regulatory, financial, operational and technical verification.
The first phase will include:
• Assessment of the national and regional regulatory framework
• Verification of the proposed local financial partner
• Evaluation of existing payment and cash-distribution infrastructure
• Analysis of consumer, merchant and small-business requirements
• Development of a locally adapted implementation programme
• Preparation for future commercial activation, subject to all required approvals
Entering through an established and properly licensed local institution allows MSTRpay to combine compliance integrity with local market knowledge and an efficient path towards future implementation.
Operating within the CEMAC framework
Chad is a member of the Central African Economic and Monetary Community, known as CEMAC, and uses the Central African CFA franc.
The Bank of Central African States, BEAC, serves as the common central bank for the six CEMAC countries. Chad’s financial sector also operates within a wider regional banking and supervisory framework.
MSTRpay’s planned activities in Chad will therefore be developed in accordance with applicable national and regional requirements.
No regulated financial service will be introduced before the necessary institutional agreements, licences, technical integrations and regulatory approvals are in place.
Local institutions at the centre
MSTRpay’s international expansion model is based on cooperation with licensed banks, microfinance institutions and other regulated financial partners.
The objective is not to replace existing local institutions, but to strengthen their ability to reach more customers, support more merchants and provide modern financial services more efficiently.
Subject to successful verification and future agreements, the Chad programme may evaluate:
• Secure digital-payment and wallet infrastructure
• Domestic and international money transfers
• Merchant-payment and small-business solutions
• Financial education and customer-support services
• Future microfinance solutions through MSTRcash in cooperation with appropriately licensed local partners
• Connection to broader regional and international payment networks
The wider MSTR ecosystem may also create future opportunities involving behavioural financial scoring, smartphone access and digital connectivity. Each component will be assessed separately and introduced only where it is locally relevant, commercially sustainable and legally permitted.
“Chad is a strategically important market with a young population, strong entrepreneurial energy and a clear need for financial infrastructure that can extend beyond the reach of traditional banking. Our objective is not simply to enter another country. It is to work with qualified local institutions to build a platform capable of creating lasting financial participation and economic opportunity.”

Building infrastructure for long-term participation
MSTRpay’s ambition in Chad extends beyond the introduction of another financial application.
The company intends to evaluate how mobile technology, interoperable payment infrastructure and local institutional capacity can be combined to connect underserved communities with the formal economy.
This approach is intended to support everyday payments, local commerce, entrepreneurship and long-term financial participation, including in areas where conventional banking infrastructure remains limited.
The next phase
The Chad initiative has entered the market-development and institutional-verification stage.
MSTRpay will now continue its assessment of the proposed local partner, applicable regulatory requirements, payment infrastructure and the operational framework required for future activation.
Further information will be announced as the verification process advances and formal institutional agreements are completed.
