Democratic control of both chambers of the US Congress gives Ukrainian President Volodymyr Zelenskyy a fresh chance to secure American military aid. For Russian President Vladimir Putin, it raises the prospect that US support for Kyiv could recover even as he negotiates with Donald Trump. The timing matters. American, Ukrainian and Russian delegations are due in Abu Dhabi on 10 and 11 November, nearly two months before the new congressional majorities take office.
What Zelenskyy can ask of Washington
Trump has largely halted direct US military and financial aid to Ukraine, although some forms of assistance continue. Zelenskyy said in October that American warnings of incoming Russian ballistic missile strikes had fully resumed. He has also pressed Washington for Patriot interceptor missiles. Early warning gives civilians time to take shelter, but Ukraine needs interceptors to defend its cities and power stations.
From January, Democratic leaders can put a new aid package to a vote and seek support from Republicans who favour arming Ukraine. Congressional committees can also press the Pentagon to account for delivery delays. For Zelenskyy, a funded commitment with a delivery timetable would carry more weight in negotiations than a general promise of support.
Putin faces closer scrutiny of sanctions relief
The Trump administration’s decision to waive sanctions for a purchase of Russian diesel illustrates where its dealings with Moscow could come under scrutiny. Democratic committee chairs can ask why Washington granted the waiver, who benefited and what, if anything, Russia offered in return. Trump retains the authority to conduct diplomacy. Putin, however, must now consider whether prolonging negotiations could give Congress time to strengthen Ukraine’s defences.
The first test comes in Abu Dhabi
Zelenskyy expects the talks to address security guarantees, a possible halt to attacks on energy infrastructure and a Black Sea truce to protect food exports. Each issue carries an immediate economic consequence. A halt to strikes on power stations could reduce winter disruption for Ukrainian households and factories. Safer shipping would give grain exporters greater certainty over deliveries.
The November talks will show what Trump is prepared to seek from Putin while Republicans still control Congress. The first defence funding votes in January will give Zelenskyy a clearer answer to a different question: what American support can Ukraine count on if diplomacy fails?
