Ukraine war briefing: Trilateral peace talks with Russia to restart, says Zelenskyy Ukraine will not discuss limits to its armed forces or enforced neutrality at November meeting, president says.

Ukraine war briefing: Trilateral peace talks with Russia to restart, says Zelenskyy Ukraine will not discuss limits to its armed forces or enforced neutrality at November meeting, president says.

Ukrainian President Volodymyr Zelenskyy says trilateral peace negotiations involving Ukraine, Russia and the United States are expected to resume in November, but insists that restrictions on Ukraine’s armed forces and enforced neutrality will not be open for discussion. The diplomatic initiative comes as Russian attacks intensify and fundamental disagreements over territory and security remain unresolved.

New diplomatic effort planned for November
Zelenskyy confirmed on Sunday, 25 October, that negotiations are being prepared for November, potentially in Abu Dhabi. The proposed meeting would bring together representatives from Kyiv, Moscow and Washington in an effort to revive negotiations that have repeatedly stalled.

The Ukrainian president indicated that territorial questions must ultimately be addressed directly by national leaders, while technical negotiating teams could examine ceasefire arrangements, humanitarian measures and other practical issues.

Russia has expressed its willingness in principle to participate, although the precise timing remains uncertain.

Ukraine sets firm security conditions
Zelenskyy made clear that Ukraine would reject any agreement requiring permanent neutrality or restrictions on the size and capabilities of its armed forces.

Kyiv maintains that credible security guarantees are essential to prevent another Russian invasion. Ukraine continues to seek closer integration with NATO, despite reservations among some alliance members.

The president also renewed his call for direct negotiations with Vladimir Putin, arguing that the Russian leader alone has the authority to make decisive commitments.

Russian attacks continue despite diplomatic signals
The renewed diplomatic activity comes amid sustained aerial attacks on Ukraine.

Zelenskyy reported that Russian forces launched approximately 2,300 attack drones, 1,600 guided bombs and 48 missiles against Ukrainian targets during the preceding week.

Meanwhile, Ukrainian drone strikes have continued against targets inside Russia, including the border region of Belgorod, where local authorities reported civilian casualties.

Neither side has indicated that military operations will stop ahead of the proposed negotiations.

Washington remains central to negotiations
American diplomatic efforts have intensified following meetings between US special envoy Steve Witkoff, Zelenskyy and Putin.

Zelenskyy also reported that American intelligence warnings concerning imminent Russian ballistic missile attacks had been fully restored, strengthening Ukraine’s defensive capabilities.

Washington has simultaneously pressed Kyiv to reduce attacks on Russian oil infrastructure because of concerns over energy prices.

Ukraine has linked any such restraint to reciprocal Russian measures or additional Western military support.

Prospects for a breakthrough remain uncertain
The November talks could provide an opportunity to discuss an energy ceasefire, Black Sea shipping security and prisoner exchanges.

However, Moscow’s territorial demands and Ukraine’s insistence on maintaining its military independence remain substantial obstacles.

For Zelenskyy, negotiations must produce a sustainable peace rather than arrangements that leave Ukraine vulnerable to renewed aggression.
