Seventeen countries back AI agenda for publicly funded science

Seventeen countries have endorsed an international agenda to expand artificial intelligence in government-supported research, combining wider access to scientific data and computing infrastructure with changes to funding and technical training. The Kyoto Vision for a Golden Age of Science was adopted on 4 October alongside the Science and Technology in Society Forum in Japan.

Access to research tools
The participating governments include the United States, Japan, Germany, the United Kingdom, South Korea, Indonesia and Singapore. Their shared priorities concern the institutions, equipment and people needed to support scientific discovery, extending beyond the adoption of individual software tools.

The declaration calls for researchers to gain broader access to advanced AI systems, scientific datasets, computing resources and experimental facilities. It uses the term “super intelligence” to describe technologies intended to accelerate research and enable new approaches to discovery.

Proposed applications include analysing extensive bodies of knowledge, improving models of physical and biological systems, and developing automated processes in which experimental findings inform subsequent investigations. These ambitions describe a direction for research rather than evidence that such capabilities are universally available.

Funding and scientific integrity
Governments also supported greater flexibility in research funding, including longer awards, rapidly allocated grants and competitions. The agenda encourages experimentation with institutional structures that offer researchers different combinations of independence, resources and direction.

Another priority is metascience: the systematic study of how research is organised, financed and evaluated. This could help public institutions assess whether changes to funding and administration improve scientific outcomes.

The declaration places scientific integrity alongside technological development. Its principles include reproducible findings, transparent methods, impartial peer review and clear communication of uncertainty. Results that fail to support a hypothesis are also recognised as valuable contributions to knowledge.

Training beyond software
The talent agenda covers early support for promising students and researchers, alongside practical training for technicians who operate and maintain sophisticated instruments. Joint doctoral programmes, fellowships and collaborative projects are proposed as ways to broaden experience across research environments.

The initiative brings these priorities into a common international framework. Its practical significance will depend on how participating governments translate that direction into national funding decisions, access arrangements and sustained support for scientific and technical staff.
