MSTRpay Enters Liberia — Expanding Its Financial-Inclusion Strategy in West Africa

MONROVIA, LIBERIA — MSTRpay has confirmed its entry into Liberia, adding another West African market to the company’s expanding international development programme.

The entry marks the beginning of a structured market-verification and implementation process. MSTRpay will now evaluate local partnerships, regulatory requirements, payment infrastructure and the practical conditions for introducing its financial and digital ecosystem in Liberia.

With a population of approximately 5.6 million people, a young demographic profile and a growing digital-payments environment, Liberia represents a strategically relevant market for MSTRpay’s partner-led expansion model.

The Central Bank of Liberia has identified digital financial services as one of the central pillars of the country’s financial-inclusion strategy. Liberia is also modernising its national payment infrastructure, including the development of interoperable and instant-payment capabilities.

A Practical Approach to Financial Inclusion
MSTRpay’s ambition is not simply to introduce another financial application.

The company’s longer-term objective is to connect digital accounts, local merchants, cash networks and international payment infrastructure within one accessible ecosystem designed around the realities of Liberian consumers and businesses.

Subject to regulatory verification, local approvals and agreements with appropriately licensed financial institutions, the Liberia programme may progressively include:

•⁠ ⁠Digital wallet and payment services
•⁠ ⁠Domestic and international transfers
•⁠ ⁠Virtual and physical payment cards
•⁠ ⁠Merchant-payment and collection solutions
•⁠ ⁠Savings and financial-management tools
•⁠ ⁠Alternative credit assessment through MSTRscore
•⁠ ⁠Affordable connected devices through MSTRphone
•⁠ ⁠Financial education and support for entrepreneurs

The model is intended to help individuals and small businesses participate more effectively in the digital economy while maintaining clear regulatory responsibility and appropriate consumer protection.

Liberia’s Digital Opportunity
Liberia’s economy expanded by an estimated 5.1% in 2025, supported by growth in mining, services and agriculture.

Alongside this economic development, the country is strengthening its financial infrastructure and exploring how mobile money, digital payments and broader access to financial services can support households, merchants and entrepreneurs.

For MSTRpay, the opportunity lies in combining international technology and payment connectivity with local knowledge, licensed financial capacity and physical distribution.

The programme will therefore be developed locally rather than imposed as a standardised foreign-market solution.

•⁠ ⁠Commercial feasibility and implementation planning

Any regulated products will be introduced through appropriately authorised structures and only after the required approvals and operating arrangements have been confirmed.
